Abstract: All the Institutions of Higher Education (IHE) in Chile, seek to generate greater contributions to the economic and social development of the country. This approach should be the basis for each student at the tertiary level to receive an equal subsidy from the state. However, the reasons associated with financing respond to criteria that, in their desire to be technical, forget the parity among its beneficiaries. The present work studies the universities belonging to the Council of Rectors of Chilean Universities (CRUCH), divided into two major groups: State universities and Private universities.

Key words: Institutions of Higher Education (IHE), Council of Rectors of Chilean Universities (CRUCH), Direct Government Contributions (DGC), Gini index, Curve of Lorenz
