Abstract: This study explains that lifelong learning is one of important pillars for educational development of Indonesia. Society currently faces the real conditions like high number of unemployment, an increase of poor population, destitute standard of living, and disparity between the rich and the poor. These conditions are the key inspiration of lifelong learning through human potential development. Lifelong learning program provides learning opportunity reasonably and widely to every person based on their interest, age, and learning need. It can be applied in group and individual learning, and learned through mass media. Lifelong learning can be conducted in many places, thus education units — formal, informal, and non-formal should support each other for the development of learning culture. This is an explorative study with qualitative approach emphasizing how non-formal education contributes to lifelong learning in Indonesia. The result of the study shows that some products of educational policies in Indonesia conceptualize lifelong learning as their principles on educational implementation, in formal, formal, or non-formal ways. The impact of lifelong learning can be seen from the improvement of self-meaningfulness to his/her life, family, and society.
